    I thought it might be a tool box / tote around for tools but even then it seemed pretty Fancy. Has a nice wood handle and i scored it for $6. Good buy ? or just another "magazine rack" to stick in my house?

      Hard to be definitive with one (frankly bad) photograph, but it looks like if it had the missing crank, it would be a newspaper log roller.

      Yup, that is the better part of a newspaper log roller. Spindle has been replaced and the crank is gone. The bottom is for water to wet the paper as you roll it. Then you dry it and use it. The paper logs actually burn quite well and give off heat naturally. This one has been modified to use as a decoration or display piece. They are still made and cost about $20 - $30 new.
