Simpson Hall Miller & Co. Quadruple Plate

I acquired this piece at an older women's estate. She said this belonged to her husband's parents and she believed it was an inkwell, although her daughter believed it to be a castor. I'm trying to identify what it is exactly and it's year of manufacturing.

Approx. Measurements are 13.5"H x 11"W
Has three compartmets on it's top
beautifully decorated with angels/ cherubs
