This metal stick measures approx 8 1/4" in length. On one end, it has a ball. At the other end, it has the number 1730 and a small hole. I assume it is a dip stick, but I am not sure. Any information would be appreciated.
No, it's a security seal. Locked in place, it needs to be cut off to open whatever is sealed with it.

Thanks for information. Guess you got a good laugh when I thought it was a dip stick! Do you know what it sealed?
You can seal anything you want with it, the point is you record the number of the seal and if it arrives at it's destination with the seal missing or a different number, you know the cargo may have been compromised. So a rail car, a tanker, a trailer, a storage building, a meter, etc.
