It pays to know your silver hallmarks. Anyone can ID sterling silver when it is marked STERLING, but it is knowing the marks of different countries that helps find real silver for cheap. I found this mini dish today for a buck. Most people would have passed it by thinking it is silver plate, as I think the owner of the store did. The tiny tiny mark on the bottom inside the circle is the mark for Israeli silver. I believe the number inside is the year the piece was made, but I would have to double check that fact. Still a pretty little hand hammered piece. Enjoy.
