Unknown Childs Racing Bike Vintage Extremely Rare

This bike is an extremely unusual and rare child's racing BMA edition bicycle. I've attempted to find more data on this bike with no avail. I've seen and collected many bikes over the years but nothing like this.
This was literally my very first bike given to me through some Olympic committee as a hand me down (a bike they used for a few weeks to train someone on) way back in 1978?
The only information I was given on it when given to me is that it once was used as an youngster's Olympic training bicycle in the only velodrome in the USA (around 1975?) at the time near Indianapolis.
This bike is made out of solid steel and even after being stored away in a barn for over 35 years still works like new without ever having been modified or changed. I think maybe the tires were changed perhaps 20 years ago but I don't think so. Back then fixed gear bikes were considered extremely unsafe and dangerous and nearly no parent would allow their child to operate one. There are no brakes pads or brake handles on this bike, no gear cartridge and no wires. It is fairly fast even for today's comparable children's bikes. And it is the most solid bike I've ever known. Most bikes would buckle under the stress of the turns this can take.
