No too sure what to call it or what it is

This was my dads he is Chilean but it looks Chinese , he always kept it with him, my father is now 88 yrs and I believe his mum gave it to him, now its with me and Id love to know what it is and where it came from. Its made of paper I think and inside little wooden people but only on one side and a nail tapped into it too, I'm really lost as to what it is.
