      The can was used to dispense bulk oil.Should be a small metal marker in the neck to indicate a 5 gallon measure.The cans were filled and delivered to stations then poured into 'hi boys" or oil dispensers.

      The lid would go inside the opening and lock with a partial turn.

      Ho2 ,they were hauled in the back of this,and filled out of it-

      Of all the one I have seen, including the Standard Oil of California that I have are galvanized and not painted. http://www.collectorsweekly.com/stories/37351-standard-oil-co-can

      That said I do like some of the paint jobs collectors put on these.
