Italian? Swedish? Controlled Bubble Vase or Barware

I know someone posted an item just like this not long ago.
Is it Swedish or Italian Glass?
Is it a vase or Barware?
It stands 8.5 inches tall, 3.25 inches across the top, the base is 2.5 inches at widest point.
There in a hole in the bottom into the blue ball.
