Can anyone tell me about this?

My neighbor gave me this, thought I could fix it up. It's a childs bike, only about 2ft tall. The bar says Rand. The chain plate has rockets on it. I'm just curious how old this bike is. It needs some love, new tire tubes, and a well oiled chain. But it's in good shape otherwise.
