This tool has spring on inside push one end and other extends about 5/8"
Above the "wings" there is a 3/8" round hole where you can see the rod move when you push the far end in

When you push the top all the way in, do you see an unobstructed 3/8" hole & when released, you see one side of the hole blocked?

No- you see the rod that connects the two ends of the tool. The rod is attached on each end- the end with the "wings" flattens alittle and hads the round hole. The rod at that end has a nut( I believe) screwed on it. When you push on the other end there is a spring that brings it back

Sure has me baffled then. Be patient. We probably eventually figure out about 80% of these, "What is it?".
