I would like to know what these were for. Found amongst a collection of family bits and pieces from the war, so I think they may have had a naval use.
The bar goes through a hole on one arm and is then turned through 90 degrees so it not come out. The other end is dropped over the other arm. A pad lock can then be fitted to the other arm to keep it secure.
It looks like it could be useful for slotting through 2 door handles which open in opposite directions.

Looks like an old version of a safety hitch pin. They are still made with the same basic design. Now days they use a pin similar to a cotter key rather than a lock but you can get them to use a padlock with. This looks pretty light duty to have been military.

it is used for locking a soldiers or sailors kitbag.

Sailors kitbag sounds right. I have inherited some kitbags too.
Was it to fasten the kitbag to something else, or to stop someone getting into the bag?

both and also the handle to carry it with.

Just tried on a Sailors' kitbag and it fits exactly.
      Thanks Ralph
