Interesting backround for this company. Originally founded in 1832 in Philadelphia under "Bailey & Kitchen".
They became Bailey Banks & Biddle in 1878.
At the turn of the century, Bailey Banks & Biddle was commissioned by the U.S. Government to update the Great Seal of the United States; its design today remains the official version of the seal. The company also designed and made many of the military medals that are still used today, including the Medal of Honor, the Silver Star, the Bronze Star and the Purple Heart....(taken from Wikipedia).
This grabbed my interest as the four corners are gold, clearly marked too. (Gold seems to set off alarms in my brain :) Although I was unable to find anything about billfolds or wallets they sell, I believe this is lizard skin, by viewing your photos. I have no knowledge of the date this wallet was manufactured. Their main branch now is in Texas, I'm sure you could contact them and get more info on this if you choose. Thanks for asking...
