It is about four inches high. Made of pewter, I think. Around the base of statute is in script: Ricardo. Then there are two initials engraved FC and DG or could be reverse as letters are on top of each other. On base is stamped 1930. It weighs 10 oz.

Ricardo could also be Ricardo being in script hard to tell.
Reminds me of a Hat Pin holder stand. I'm probably way off the mark.

Reminds me of a bunch of match sticks wound together, but doesn't hold any pins. etc. some type of sculpture.
Could you potentially slip pieces of paper or cards in between the metal sticks?
No, can't do that either. Makes a good paper weight, just wonder shay it represents.

TA! YOU NAILED IT RIGHT ON! AND THANKS FOR ALL THE SUPPORT FROM YOU FAITHFUL OTHERS! I got up this morning and looked to the side and sure enough I could see where something had been soldered at one time and is missing, the axe! I found this years ago at a yard sale in Ca. Mystery Solved!
