China Candy Dish

This is one "sweet" candy dish. It looks as if it were made yesterday. It's in that good of shape. I wished I could make out the writing on the bottom as it looks very important and could probably tell me everything I want to know but of the several lines of text, I can only make out "hand painted". There are some numbers on the bottom line of text which appear to be important but just can't make them out. Oh well another mystery to go with my several hundred "question marks" I have concerning all of the items I have at present.
