This item from Buffalo China and it is of their Blue Lune line. It's about 3 inches (6.6Cm) tall. I think that it's a creamer, but it may be a syrup dispenser.
The mark in the 2nd photo dates the item from about 1928.

I don't find a piece every time I thrift, but almost every time and that bonus of finding one with advertisement less often, but it happens--I go thrifting everyday though

Thank you all for your loves on this item! I have a great attraction to this kind of thing partly because my parents had a bar with a little restaurant in it. I loved those thick plates and zany bar promos, and I guess that I never outgrew that love!
