I like it! How does it work? Like you dab the top to skin and it would leave just the right amount of perfume? Any markings?
I think the small top cap is missing, no markings per se.Dont know if a perfume bottle.
Hmm, it seems like it's so pretty, one would think perfume bottle and such. I searched through a lot of images, but couldn't find anything. I hope someone recognizes it for you =)

Any marking with a Country of origin mark such as "England" generally post dates 1890 to comply with American import tariff laws. No huge value though, these were made in huge numbers for the Export market, The arrow marking makes no difference in terms of value. Many potteries used imprinted markings for inventory control, dating etc...

good question fhr ! it would still have a scent if a perfume . If it is one them it would need a atomizer bulb on top perhaps . How tall is it ?
I seriously doubt it will have a perfume odor or texture if you feel it. I always like to feel and smell some things. Makes life interesting.
Put just one drop of the fluid on your finger and then blow on it and see if it evaporates or if it spreads around your finger.
10.62 inches tall, no odor or texture, theres some kind of "screw nut" like end on its top, probably for the atomizer bulb per se.
Think it is a rose water or orange blossom water sprinkler! (used to add flavour to tea or sweets) India or north Africa.
