This is the most interesting little tool I have seen in a long time. What it is used for I will leave up to you the experts, as always.
The whole length is only 5 inches. The item is heavy and I suggest the handle is ivory or bone? the little round turn dial knob..doesn't do much but turn up & down. It doesn't change the dimension of the little pointy blades?..The blades have an even discoloration on the tips for what reason? No markings, no numbers, nothing on this item. I just realized as I am describing this that the handle twists off from the metal top. Could it be an interchangeable "thing a ma gig?. I am very interested in you collectors out there to identify this item for me. Thanks for all you comments. Blingiton1948.

When I saw this I thought it looked familiar and so spent some time rummaging through storage boxes looking for something similar I had salvaged from the dump when I was a kid.
Turns out I have the same identical item (!) as well as the rest of the drawing set in the original box; so I took some photos and posted it in my CW collection:

Also noticed that the tips on your item appear to be broken off. It should taper to a fine point that allows it to be used as an ink-pen nib.
