I suspect this would be an "eye" that would be hammered into a tree either for rigging cable or rope as part of a logging operation, or into log for repositioning or dragging (skidding) the log.

I do remember now. I don't know how I came by it, but I remember being a young choker setter for a High Lead logging show and we would pack 3 or 4 of those when ever we would set up a new road to yard.
