I found this while cleaning out my now deceased in-laws garage full of old hand tools. We live in the Great Lakes region and I wondered if this was something from the old shipping days. It looks like a key of some sort but none of my older friends can identify it. The brand stamp in the center of the tool may provide a clue and the numbers to the left and right of the brand are 18 on the left and 97 on the right. Might be the year of manufacture?

From here it looks like an old water pipe reamer (well used).

It looks like a T-handle type wrench used for numerous purposes but most likely for a city utility box. The taper would open the door or cover and the bar shape on the end of the handle would fit the valve.
