From the 1940s according to the seller at the Rose Bowl. Another seller estimated it at 40s or 50s.
It is 18" tall going to the tip of his hat. His head turned to one side it is made that way and the head doesn't turn.
In the last picture you can see my whole Rose Bowl haul for this trip.
