      antique office desk device; it's an address embosser/stamp press. Works much like modern document embosser used by notary. Before the days of electronic documents many professions were required to emboss their registration on any legal documents. So this could have included plates for that use as well, but generally used different address plates.

      possible vintage office equipment within the UK Post Office , I will go back and hunt around the shed for more equipment relating to it

      I agree with TallCakes: a paper embosser. Interchangeable plates fit on the top rectangular part and the corresponding lower plate would go in the bottom hole. The hole in the lever handle allows it to lock to the base when not in use. This keeps the matching plates together to prevent dirt and stuff from getting between them, which would affect the embossing quality.

      I have one that uses circular embossing plates and isn't as old. If I can find it I'll post it.

      I see your post last month, i will agree with Cindy, it's more likely a punching device then embossing.
      Because i see many embossing device in my travel, there not end off space beetween the moving shaft and bottom plate, also there no wear and tear on the bottom plate for suggesting such embossing seal install.

      This is what i think, i just want to share with you.
      Could you add another picture from this item sideway, so we can see the shaft.
