This is a Victorian Era oil lamp holder. It was probably from the end of the 19th Century. It hung above the dining room or parlor table and two oil lamps were cradled on the cast iron baskets to give light to the evening meal. The entire lamp can be moved and repositioned up or down by activating the spring loaded catch. This way, the lighting could be altered to create a mood to your liking.
