Not Native American. The Navajo are the only tribe that weaves rugs, and they use a unique type of loom and weaving technique (an upright loom and a continuous warp) which makes it impossible to weave a rug with fringe on both ends.

The thick outside edge is also an indication that this was not woven on a Navajo loom. The outside edge warp on a Navajo weaving will consist of only one or two warp threads, not a "bundle" of threads like this.

This is a dhurrie, from Pakistan or India.
