I found this item at a local Goodwill Store for $4.00. I thought it was a manual drill press and that my husband could use it at our cabin. When I brought it home he showed me that the base has a cutting edge on it and there's no way to put in a drill bit, so now we are wondering what it is for. We found, and removed, a cut piece of what we think is rubber in the cutting shaft. It's 11" tall, not including the 3" wooden handle. I have more photos but this website will only let me upload four. Thanks for any info you can give me!

I believe what you have is an old hand crank punch press. The chuck should come off to replace the cutter and/or put on a grommet press tip.
