Was going thru some old boxes of letters and stamps and came across this Cover. I was looking for the postage Stamp and Notice this Stamped Signature. After a little research this appears to me as Herbert Hoover. I from research it ties him to THE TOWERS, THE WALDORF ASTORIA New York New York around this time 1962. Any help on what they would have called this type of Post Mark would be grateful.

Yes, he would get free (franking) use of the mail. Perks of being a federal politico.

Herbert Hoover lived in a suite at the Waldorf from after the end of his presidency until he died in 1964 - and as TA said, Presidential perks for life.
