      I believe this is Toledo jewelry from Spain. It looks like a fur or shoe clip but I'm not sure. Spain has arabic influences in their history so the scenery has probably something to do with that and the middleeast.

      It could also be a money clip. Search online for toledo money clip, shoeclip and see what you can find. Yours is most likely a vintage piece.
