It could be Ruckl, but I wouldn't say "Likely Ruckl" personally. I've seen many similar ones with labels from multiple countries and makers.

Quite similar wares also came out of Italy in good quantities. I have actually sold several pieces with Italian labels on them by Pauli & Co. Venice. Green & also cobalt glass with gold enameling and similar style of impasto enameled flowers. Vases and dresser sets.
Without labels, these can be extremely difficult to pin down as far as origin.
