Sometimes you will see this type of padlock on trunks (Drills post) It was patented by L. Hillebrand on Sept 27 1887, patent # 370622. The 2 brass pieces inside are the tumblers. You can make a key by trial and error, but I find it easier to remove the 6 rivets, make a key, and re install (if possible) or use new ones. I have included a photo of an all brass one I have waiting to find a home on one of my trunks.

If you take this lock apart there is one major thing to remember. When you put it back together, do not over-tighten the rivets or else the mechanism will not move. Do them a little at a time to the point where the lock is snugly together, but still able to open and close.

Thanks for the tip Jim, Would you happen to have a number or size on the key that you used when you made yours.I have a couple.one that is close. I will give you a call some time.
Sorry, no numbers on the key. You just have to find one that has enough throw to fit the lock the file where needed. I coat the key with a black marker, then turn it till it stops (do this several times) and it leaves marks on the key, then file and repeat till it works. (if you are lucky)

i made key out of a lamp switch arm, copper tubing and a piece of flatstock, then i centerpunched the ends of the old rivets
