I have just finished the restoration of this piece. I am really happy with the results as this is a true museum piece. Circa 1919, the wheels and spokes are steel with wooden inserts . The original condition was really good and I have been careful not to ruin its original integrity.
The steel spokes and wooden inserts were just scuffed and repainted with no repair. The black steel work was repainted and the timber just cleaned and shellacked.

Ha ha. I only restore stuff for myself. Repair smashed cars for others.
St. Maarten is a good place for you to open a branch. They even put park benches at the round-a-bouts so people can watch crashes in comfort.(Although maybe not so safely).
Job well done. I have a vintage wife that needs to be restored. No category for that on here yet. She still baits her own hooks and is a good cook so I guess it will wait.
