I bought this at a charity warehouse in Narbonne, France. It is an enamelled wall mounted kitchen utensil hanger for soup ladles etc.
It is white enamelled with a beautiful garlanded decoration around the outside. The wear and tear adds to its' appearance.
An internet search shows it was part of a kitchen range manufactured in Austria in the 1930s.
