I found this in a brocante in the Ariege in Southern France. Is there any way I can identify him from his collar number?

OK thank you musikchoo
very very cool!!
Actually, French Colonial Infantry wore an anchor on their kepis, and there was a 24th Colonial Infantry Regiment in WWI. Yellow might be photographing as black in your image. I have attached a WWII example of an colonial infantry kepi, but you can see how it compares to your WWI photo.
