Hello,
This was found in an area where Indian potter shards can also be found. Suspect it is a fishing weight but the pictures I have seen from this area show fishing weights as small stones with holes in them or small stones with a groove all the way around the stone. In addition this was made from stone that is not native to the area and is heaver than local stones would be of the same size. Both sides shown

I believe that would be called a plummet or plummet stone for fishing. I have seen them in New England. Not being native to Florida isn't odd. With the volume of tourists we get you find stuff from all over the country here. Up north old timers still use these. I am not sure if they are to cheap to buy new or just set in their ways.
It looks like it's been worked with a file or grinder.

Don't think its a tourist artifact or been worked with a file or grinder, it was found among in indian midden
many years ago, i worked for Strawberry Banke in Portsmouth, NH. In the mud of Portsmouth Harbor, we found a very old arrowhead which turned out to be many thousands of years old - from before there were humans in the Americas. it turned out to be a point which had been mixed in w/ balast from Great Britain.
Now the ballast thing is a possibility. This is a very old area and I do find old stone ballast sometimes dumped. I suppose this could have come in ballast or been given to the local Indians who, eventually, just dumped it in their trash heap
