I have no idea what this is. Any help welcome. It looks like the metal base has been used a lot to stamp things possibly?

This is part of Metal forming tools know as slappers, for making proto types or custom parts on Cars Airplanes Cycles and making repair parts for them. This is one that does not have a handle so you can beat the shape you need in metal, it's used to form sharper edges or radius. I use mine several times a year, nice find.
Many thanks for that! I have found out that the 'double rounded end, dumball like' wooden implement [that I also posted last week] is probably for metal work too as it allows it holding on one end in the palm of the hand & pressing & flattening out the metal with the other rounded end.
