What is it. Bought this old tool at a garage sale. The person that sold it to me said it was a wheat shocking tool.

I was told that this is a tool for shocking wheat bundles. I am not sure. It has a ratchet stop on the handle and a slot on the back that looks like it holds string or twine --- many of them. It is mounted on a board but I'm not sure where it mounted after that. When the jaws are closed there is a spring in the handle that lets you tighten for another notch or two to hold what ever was clamped in place. this does not seem to be something that you would take out in the field when cutting wheat by hand --- but I don't know. Give me your best shot. There is no printing or machine numbers on it any place.

I sent this picture off to Mike Urness at Mid-West Tool Collectors Association. Two days later he had the answer. Take a look.
Thanks again Mike, you're the best.
