Old Man in Rocking Chair

My son found this in the attic of an old house. It is a metal battery operated old man in a rocking chair. He's holding a pipe and has a big mustache. Most of his nose is gone. On the bottom of his shoes is "Made in Japan" and SAN with a circle around it.
