Antique Candel Holder with Bell Alarm ??????

O.K. Collector's Weekly Family, I really need your HELP identifying This Candle Holder with Bell at the bottom and Striking Arm that is attached to a Copper coiled wire under where the Candle would sit. I know sounds Complicated, trying to describe so when you look at the Limited Pictures you can see what I See. It has what appears to be Mother of Pearl Shells 2-showing and the third is under the bell, (came loose out of it's casing). The bottom appears to be a Marble Base. As you can notice it has some Damage issues, bent in some places, Look at the Top of where the Shells are Mounted. I'm Looking for the Correct Name of this item and Hopefully around the year is was made. Thanking you in Advance.
