Very interesting mid-century brown glass vase

This is a very tall, over 12", frosted brown glass vase with gold trim displaying sailboats all around the vase. It has cut glass edges on the top trim area, but no other markings. Once again, from Mom's collection and we have no idea what it is. Any help is more than appreciated. Thank you for looking!
