Handled porcelain plate, gilt edged, 1800s musician with lute

I'd like to know the manufacturer or time period of this plate. It measures 9" across, handles appear to be cut out. It has some gold/silver paint on the edges. It features a painted pictures of an 18th century couple with blue straw flowers.
