Art vase rolled funnel top with bell shaped bottom signed geE??

This vase has a bell shaped bottom this is hollow like a bell. It has a painted spotted black and white ball on top. Then the funnel cone shape starts. This funnel was rolled noticed the inside. Also this top piece is moveable. It will turn as it is made to be moveable in a 360 degree fashion. Very unusual. It is signed what I think is geE? I'm not sure I know there is a famous asian artist that goes by gee but not sure if this is the same artist or not. Any help with age origin an maker would be greatly appreciated.
