Cristal regulator clock

Hi,I'm not sure this is a crystal regulator clock
But it look like it could be but I haven't seen
On like this before it measures 13"by7.5and w 6"deep
I also include a picture of the movement as well
As some piece the broke off I think the clock
Runs but with the piece that came off I can't
Attach the pendulum the clock still runs (fast)
With out the pendulum and chimes is this french
Or american clock and is this a rare clock I can't
Find any one with a blue pendulum and face .
