When a traveler arrived at the Erie's Pavonia (Jersey City, NJ) Terminal from points west, the railroad provided the option for a taxi transfer over to Manhattan. Judging by the car I would date this ad as from the 1930's. Times have changed. The Erie RR, Pavonia Terminal, the car and the fare are all things of the past.
