Asian Beauties Suitable for Combing

I'm moving and going through my stuff and came upon these delicate Asian combs. Never been used, I picked them up at an estate sale in Southern California. Looked to be 1960's-ish and I am not sure of the origin.

Can you tell me if these beauties are Chinese, Japanese or neither? What does the lettering on the box say?
