Colorful Print

I don't know much about this. It looks like it was done at least partly by offset lithography, but it's nicer quality than a typical poster print (higher resolution, areas of deep saturated color). Does anyone know anything about what this is or the printing process? Can anyone read the signature? Printed image is about 17"x22" on textured paper.
