I can't find info on this exact model. Got it at an estate sale today for $3. I don't smoke, just found it interesting. The dish is either glass or crystal. I'm guessing bronze on the pedestal. There is a marble piece between the pedestal and base. I have found similar items online, but not this particular one. I am curious about the date more than anything.
don't know about the pedestal but the plate fairly recent and is 24% lead crystal from Poland called Irena.
maybe scratch that, it's very similar to Irena....
My jewelled "Scales of Justice" have the same mark on them as yours.

I know this Brass type of things were popular in the late 1960's and 1970's. I remember the standing ashtray etc. They still have a very *Regal* look to them.
The L&L W MC mark is for Loevsky & Loevsky White Metal Castings. It was a company situated in Carlstadt, New Jersey. The company was a family owned business founded just prior to WWII and closed in 1974. They used to assemble many different patterns and styles of lamp bases also.
