Eagle co. Box

We recently picked this up at an auction. It's made of wood, brass, and leather straps. The inside is divided into four sections 3 of which are lined in some kind of steel… at the auction, it was listed as WWII. There are no markings on the box other than the Eagle co stamp on the lock. Any idea what this box could've been used for?
