    I'm assuming this item is a tool. It appears to be or works like a level. When on a level surface the angle of the cone and its diameter aligns with the angle and diameter of the base. When on sloping surface the alignment becomes askew. It's stamped or cast inside the base with SMITH IMP / CARTHAGE ILL / PAT PEND. Can't find anything else like it other than plumb bobs. It kind works like a plumb bob only in reverse. Any ideas about this item?

      Yes, the others are absolutely correct, it is a lawnmower blade balancer. They are used after resharpening (aka grinding on each end of) the blade to check that both its ends continue to weigh the same relative to the hole in its middle where it bolts to the engine driveshaft, thus preventing the machine from making unusual vibrations when running and said blade is spinning around real fast under there.
