The insignia would make it post March 1942.
Are you talking about the star and bar insignia bb?
The insignia shown was adapted in Jan. 1947.
Made by a company called TN Nomura Japan - It was one of the biggest and most prolific of all post-war Japanese toy makers and was specialized in mostly mechanical and wind-up friction toys featuring very creative designs. Nomura was an early player in the tin toy game, opening its doors in the late 1940's and quickly dominating the marketplace with colorful and original tin toy vehicles.
I also noted the U.S.A.F. - it was still Army Air Force before 1947.
The transition started in '42 & kind of settled by '47.
There should be a T.N. in a diamond trademark stamped on it somewhere.
