Did this hold older types of pens ? How can I clean it safely ?

    I think this is pen related, the empty compartment must have been to hold ink or a blotter ? Would you have stacked pens vertically/horizontally on the little arms ?
    It is about 6" wide x about 5" high.
    The design looks arts & crafty.
    How do I clean it without hurting anything ? The patina thing still throws me.
    Any help is appreciated.
