      This is by W.H. Grindley. It is the Rose pattern. I have the matching teacups. F B stands for flow blue which was common during this time frame. 1891 to 1914 was the time period for this stamp. It's unfortunately not worth much. About $10 on eBay, but the pattern is so pretty :) hope this helps!
