A red and white utensil with unusual finish, mostly white with thin red lines underneath. Hopefully it can be seen in the photos.
Hard to say when it was made as graniteware like this was made from the 1880s until the 1950s. My guess is 1910s - 1930s.
The tray at the bottom of the rack to hold drippings from the utensils.
Love this ... an inlaw has one they got in France
